About this tool

The Copilot Studio Agent Migration Portal is the AI-Operations control centre for governing Microsoft Copilot Studio agents across Power Platform environments — discover, migrate, promote, and administer, all with role-based access and a full audit trail.

  • Discover & inventory — every governed environment and agent, app-only (no manual sign-ins), with rich per-agent detail.
  • DEV/UAT Migration — package an agent into a solution and move it across dev/UAT, with auto-fix for connectors & connection references, idempotent conflict-safe imports, and owner preservation.
  • Production Migration — promote to PROD through the native deployment pipeline only (governed, service-principal driven), with live progress that survives refresh.
  • Post Migration — bind connections, set environment variables, re-index knowledge, and reassign agent owners.
  • Administer — Microsoft Entra ID single sign-on, four built-in roles (Administrators · Migration Admins · Developers · Support Users), in-portal role assignment, and a ⚙ Settings console. Administrators can also delete agents.
  • Trace & audit — per-agent lifecycle (Origin → Playground → PROD) and Audit Logs of every migration, pipeline deploy, owner change and deletion.

New migration

Export a solution from a source environment and import + publish it in a target. Mode is auto-selected to match the target (managed vs unmanaged).

Pipeline deployment — Playground/UAT → PROD

Promote an agent to Production through the native deployment pipeline. Pick a dev source (Playground/UAT), the agent, and the PROD target; the matching pipeline is resolved, then deploy (runs as the service principal). This is the only supported path to PROD.

Post-migration reconnection

Bind connections, set environment variables, and re-index knowledge in the target after a migration. Authorizing a connection and publishing require a licensed sign-in (guided links provided).

Change agent owner

Reassign an agent in the selected environment to a specific user (e.g. after a pipeline deploy left the service principal as owner).
